Angola introduces a Special Contribution for Tourism (CET)

With effect from August 2026, Angola has introduced the Contribuição Especial para o Turismo (CET) - the Special Contribution for Tourism. It is a 5% fee added on to the nightly accommodation rate, paid by international visitors and collected by the property when the guest settles their bill at checkout.

The contribution was created by Presidential Legislative Decree No. 4/26 of 30 April 2026, published in the Official Gazette (Diário da República No. 79, I Series). Revenue is ring-fenced for the tourism sector: half of it funds the Tourism Development Institute and the international promotion of Angola as a destination, with the balance shared between the National Treasury and local government in the regions visitors travel to.

So it is modest - on a USD 200 room rate, the contribution is USD 10 per night — a maximum of USD 70 across a full seven-night stay.

Exemptions

• Children under 12 are exempt, as are foreign nationals resident in Angola.

• Collected by the property at checkout

• Hotels, resorts, lodges and licensed local accommodation

• A separate, itemised line on the guest's invoice or receipt

It is transparent. Properties are required to show the contribution as its own line on the invoice or receipt, so your clients will see exactly what they have paid and why. The contribution is settled directly by the guest at the property at checkout.

Why this matters for the destination

Angola is investing seriously in becoming a destination of choice, and this contribution is part of that. It gives the country a predictable, dedicated source of funding for destination promotion, for tourism infrastructure, and for the communities in the places your clients will visit. It is a small amount for the individual traveller and a meaningful one for the destination — and it means the Angola your clients experience in five years' time will be better served than the Angola of today.
